Too many ways to pick eight Councillors, says ward supporter

Nicely said, and a great reminder.
Even more so, once you consider that the combinations (up to 8 of 28) that you have to consider are:

How many ways can I pick the best Eight-Person Councillor Team? 125,318,793,600
Seven? 5,967,561,600
Six? 271,252,800
Five? 11,793,600
Four? 491,400
Three? 19,656
Two? 756
One? 28
Zero? 1

Regardless of the 2014 vote, the next eight Councillors’ decision not to opt for six wards and use either first-past-the-post or ranked ballots to declare the winner in each ward can best be described as somewhere between self-serving and collusion.
