{"id":26174,"date":"2020-03-12T19:53:05","date_gmt":"2020-03-12T23:53:05","guid":{"rendered":"http:\/\/www.newspapers-online.com\/auroran\/?p=26174"},"modified":"2020-03-12T19:53:15","modified_gmt":"2020-03-12T23:53:15","slug":"not-for-profit-model-a-contender-to-run-library-square","status":"publish","type":"post","link":"https:\/\/www.newspapers-online.com\/auroran\/not-for-profit-model-a-contender-to-run-library-square\/","title":{"rendered":"Not-For-Profit model a contender to run Library Square"},"content":{"rendered":"\n<p>Since its inception ten years ago, the Aurora Cultural\nCentre has operated in partnership with the Town on delivering cultural\nservices to Aurora.<\/p>\n\n\n\n<p>Now, as Aurora prepares to significantly boost cultural\nservices with the redevelopment of Library Square, this model could be expanded\nto ensure the successful operation of what is intended to be a significant\ncommunity destination. <\/p>\n\n\n\n<p>A Not-For-Profit Municipal Hybrid model, such as that\ncurrently enjoyed between the Centre (ACC) and the Town, is one of two options\nthat have risen to the top as local lawmakers go over the fine details of how\nLibrary Square will operate in the future. <\/p>\n\n\n\n<p>\u201cNot-for-profit governance is a common approach to\noperating cultural facilities such as the ACC,\u201d said Phil Rose-Donahoe, Project\nManager for Library Square, in a report to Council last week. \u201cMunicipalities\noften use third-party cultural groups to provide cultural programming to the\ncommunity. As mission-driven not-for-profit organizations, they possess the\nexpertise required to run cultural venues and provide municipalities with\ncost-savings in delivering cultural services. On the other hand, most museums\nin Ontario started out as projects of volunteer-run, non-profit historical\nsocieties, but, over time, transitioned to municipally-run entities as\nhistorical societies became increasingly unable to sustain them.\u201d<\/p>\n\n\n\n<p>Among the benefits of a Not-for-profit\/Municipal Hybrid\nModel are expertise in programming, proven governance integrity (as\ndemonstrated in the Town\u2019s cultural services agreement with the ACC), existing\npartnerships, potential cost-savings, and the ability to allow for municipal\noversight.<\/p>\n\n\n\n<p>Some drawbacks of this model outlined by the project\nmanager include the potential for inefficient customer service due to an\n\u201cabsence of centralized leadership\u201d, the potential for \u201cconfusion, duplication,\nand uneven approaches\u201d to service delivery, some fragmentation in the delivery\nof Aurora\u2019s Cultural Master Plan and higher pubic sector compensation. <\/p>\n\n\n\n<p>Given the challenge of maintaining the hybrid model, rather than a\ncomplete overhaul of what presently exists, \u201cthere is an opportunity to\nmitigate these challenges by adopting some key improvements\u201d such as expand the\nACC\u2019s board membership to include the Director of Community Services, or\ndesignate, the purpose of which is to enhance communication between the Town\nand the ACC;
