Title: “Leave of Absence” raises questions

When a member of Town Council takes a leave of absence to pursue other political ambitions, one would assume that he or she can no longer participate in town events under their official role as an elected member of Council. 
One should also assume that their elected title “Councillor” should no longer be used until the leave of absence is over and they have finally re-assumed their official responsibilities on Council.
In light of these two statements, I feel both disturbed and disrespected, as a taxpayer in the riding of Newmarket-Aurora, that we have a Councillor who is currently doing the opposite. 
Councillor Chris Ballard is on the record as saying that he has taken a leave of absence from Town Council as of May 6, 2014, but was photographed on May 26 distributing awards as a “current'” Town Councillor. 
He continues to campaign as the Ontario Liberal Candidate in Newmarket-Aurora while also using his Councillor title simultaneously.
Is this not a breach of conduct in the very least?
