We’re already regulated to death, says reader

At last Tuesday's Council meeting, the garbage bag issue ended up being referred back to staff for more information.
Frankly, I fail to see the merit of this exercise of using clear bags. If one can use opaque bags for the disposal of certain items and then place that bag into a clear one, what is really the point. I only can visualize the use of MORE plastic! Right?
I recently purchased a box of 100 black bags. Twice a month pick-up, of two bags (most times only one), will take more than two years to use my current supply. Therefore, I will fail the test for the mandatory compliance of January 1, 2015.
Seems to me that we are being regulated to death and I am voicing my opposition to this programme.
