Title: Clarity needed on bags (but not that kind of clarity)

It would appear that plastic bags placed in the blue bin, even though they are either recyclable or biodegradable, are no longer being collected. What are we supposed to do with them? Put them in the garbage. Back to the landfill I guess. Now that's progress.
