“Rational explanation” needed on JOC manager: former mayor

So, Mayor Dawe feels the Director of Environment and Infrastructure is to be commended for advising Council of the need to hire supervision for the $26 million dollar Joint Facility construction project.
Why has it taken the Director and CAO Garbe all this time to recognize the need for competent and experienced supervision of the mega-million dollar construction of the Joint Facility of Public Works and Parks?
What confidence can the community have in any other aspect of planning for this project?
It is not commendations to officials responsible we need to hear from the Mayor. It is a rational explanation of this late change in plans.
If it’s sensible to do now, and it certainly seems so in view of failed performance in the AFLC project, why was it not sensible months ago during the planning process?
If Mayor Dawe knows the answer to the question, I’m sure many residents would appreciate hearing it.
Even though our Council does not appear to be particularly curious.
