In fact, he has been very vocal on the need for changes to this legislation, including enhanced oversight, more accountability, and removing aspects that threaten the rights of Canadians. Meanwhile, the Harper government has refused to fix these gaping shortfalls in the legislation, and the Conservative controlled Senate have blocked testimony from many experts concerned about this Bill, including the government's own Privacy Commissioner. Harper would love to exploit the need to protect against terrorism, and use it as a wedge issue in the next election. Rather than fall for this despicable manipulation, Justin wisely intends to ensure the legislation is corrected after the impending election is held and the mean spirited Harper government is sent packing (the election must be held on or before October this year). Meanwhile, Harper wants to use his majority to again thumb his nose at Parliamentary processes intended to fully analyse legislation, and steam-roller dangerous Bills into law that threatens our crucial freedoms and democratic principles.
